Workplace Training
 
Workplace Training provides occupationally focused work-site training opportunities to  enable  individuals  to  get  a  job  and  substantially  improve  their  employment situation or adapt to changing labour conditions and skill requirements in order to sustain employment.  

 

The individual is an employee of the employer from the start of the training.  AE&I provides a contribution towards the employer’s training costs during the training period.

 

Objectives:

 

    To  enable  unemployed  and  marginally  employed  individuals  to  acquire employability skills, essential skills and occupation-related skills, required in the local labour market

    To assist unemployed and marginally employed Albertans to obtain viable employment that provides increased income and work related benefits.

 

  Appropriate Trainees:

 

Workplace Training is appropriate for individuals experiencing barriers to obtaining and maintaining employment. Those barriers may include a lack of essential skills, work exposure or occupation-related skills.

 

Individuals in Workplace Training must be 18 years or older, out of high school, have an employment goal, and may have the following characteristics:

 

     Have been unsuccessful in finding and maintaining employment;

     Have limited or no experience in competitive employment;

     Lack the minimum qualifications that employers require;

 

Have sufficient literacy/numeracy skills and physical/mental health to participate in, and benefit from, training, and to maintain employment.

Expected Results

 

The expected outcome for Workplace Training is employment in the field of training and normally with the employer that provided the training.

 

Specifically, the performance measure used by AE&I to assess the success of

Workplace Training are the percentages individuals in the program reporting:

 

     being employed or in further training,

     successful completion of training,

     satisfaction with the training,

     gaining increased skills

     achievement of employment related to training.

Eligibility and Requirements for Individuals in Training

 

Eligibility

 

     Individuals eligible for Workplace Training include:

·         Income Support individuals;

·         Individuals  eligible  as  insured  participants  under  the  Employment Insurance Act;

·         Assured Income for the Severely Handicapped (AISH) individuals who want to and are able to work, and

·         Other Albertans meeting criteria set by AE&I.

 

Requirements

 

     Trainees must meet the following conditions:

·         Adhere to the employer’s attendance policy;

·         Successfully  attain  the  skills  and  knowledge  as  outlined  in  their Training Plan, and

·         Provide information as requested.

Employer Eligibility and Requirements

 

Eligibility        Performance Measures

 

        Employers may be from the private, not-for-profit or public sectors:

 

Private Sector; businesses must be a legal entity and have a current business license.

 

Registered Not-for-Profit Organizations; including organizations, with current status under one of the following:  Societies Act, Agricultural Societies Act, Cemetery Companies Act/Cemeteries Act, Special Act of the Parliament of Canada, or Special Act of the Alberta Legislature including Métis and First Nations organizations.

 

Publicly  Funded   Organizations;    including  municipalities,   school boards,  post-secondary                  institutions,           health        authorities,    hospitals, auxiliary hospitals and nursing homes, (excluding provincial and federal governments, crown corporations and crown agencies).

 

To be eligible for Workplace Training, the employer must meet all the mandatory requirements listed below:

 

     Have no conflict with or potential conflict with AE&I’s mission, values and beliefs.

     Not be in contravention of any law or at risk of such contravention,

     Not displace workers or workers on layoff and/or waiting notice of recall,

     Maintain individual information in strict confidence, and

     Comply with the laws and regulations that apply to Alberta employers. Employers who provide work experience as part of Skills Investment programs must:

     Have the ability, experience, and capacity to provide acceptable training and supervision.

     Provide input into the design of the work experience placement and

     Maintain records of attendance and progress, and if applicable employment records.

 

Employers who provide training must:

 

     Have the ability, experience, and capacity to provide acceptable training and  supervision.

     Have the staff that is skilled and committed to train according to the training  plan,

    Maintain records of attendance and progress, and if applicable employment records.

    Have  appropriate  Workers  Compensation  Board  Coverage  and  current General Liability Insurance, in an amount not less than $2,000,000 inclusive per occurrence, and

    Have $1,000,000 vehicle insurance for all company vehicles, owned and un- owned, the trainee will be operating or riding in.

 

Requirements

 

In addition to the eligibility criteria listed above employers should:

·         Have not, prior to the application for Workplace Training, paid and/or provided any form of financial reimbursement to the trainee for any form of work/employment

·         Have been in business for at least six months or can demonstrate financial stability;

·         Have the staff that is skilled and  committed to train according to the Training Plan;

·         Have  the  potential  to  offer  continuing  employment  to  the  employee following completion of the program.

 

Employers are expected to:

·         Develop a Training Plan with the individual that addresses the skill gaps  between the employer’s minimum job requirements and the individual’s skills and experience;

·         Deliver quality training as outlined in the Training Plan;

·         Submit, on a monthly basis, a progress report on the Training Plan along with an invoice that indicates the hours worked for that pay period, training provided and status of the Training Plan. The invoice must be signed by the individual and employer;

·         Assess the success of the training in terms of the competencies acquired by the employee, and

·         Continue the employment of the individual after the completion of training.
